Our client is a well-established company in the manufacturing sector and is looking for an experienced HR & Administration Manager to oversee the full spectrum of Human Resources and General Administration activities.
The position is responsible for developing and implementing HR strategies, compensation and benefits programs, employee relations, compliance, general administration, Health, Safety & Environment (HSE), and internal HRGA controls. The role ensures effective organizational operations, legal compliance, and strong HR support for the company’s business and production objectives.
Key Responsibilities
HR Strategy & Talent Development
- Develop and implement recruitment plans and processes to ensure timely hiring of qualified employees in line with business and operational requirements.
- Design employee training and development programs, establish competency development roadmaps, and regularly evaluate training effectiveness.
- Develop and review the organizational structure, job architecture, KPI framework, and competency framework across functions and positions.
- Drive employer branding initiatives to strengthen the company’s ability to attract and retain talent.
Compensation, Benefits & HR Operations
- Develop, implement, and regularly review compensation, bonus, and employee benefit policies to maintain competitiveness within the manufacturing industry.
- Manage and optimize the Human Resource Information System (HRIS), ensuring accurate HR data and efficient HR processes.
- Oversee employee records and employment contracts to ensure completeness, accuracy, confidentiality, and compliance with applicable regulations.
- Monitor attendance, working hours, and labor costs while ensuring effective workforce cost control.
Employee Relations & Compliance
- Manage employee relations matters, including disciplinary procedures, labor disputes, grievances, and other workplace issues in accordance with labor regulations.
- Oversee internal communications to ensure company policies, procedures, and key information are communicated effectively across the organization.
- Monitor changes in labor legislation and ensure HR policies and practices remain compliant with relevant regulations.
- Coordinate and support HR-related audits conducted by customers, partners, or other relevant parties.
- Develop employee engagement and corporate culture initiatives to strengthen workforce connection and organizational effectiveness.
General Administration
- Oversee day-to-day office administration, company assets, supplies, and other administrative resources.
- Manage company facilities, infrastructure, and maintenance activities to ensure a safe and effective working environment.
- Supervise company security operations and related service providers.
- Oversee canteen and employee accommodation operations where applicable.
- Manage internal transportation, logistics, and other general administrative services.
Health, Safety & Environment
- Ensure occupational health and safety requirements are properly implemented across production and office areas.
- Monitor compliance with relevant environmental regulations and internal environmental standards.
- Develop and implement employee health and wellness programs.
HRGA Internal Control & Audit
- Establish and maintain internal controls across Human Resources and General Administration activities.
- Review and audit HR-related expenses to ensure effective cost management and compliance with approved budgets.
- Investigate and address potential misconduct, irregularities, or internal fraud relating to HR and administrative activities.
Reporting & Other Responsibilities
- Prepare regular HR and Administration reports on a weekly, monthly, quarterly, and annual basis for management review.
- Perform other duties and responsibilities as assigned by the General Director.
Requirements
- Bachelor’s degree or above in Human Resource Management, Business Administration, Law, or a related discipline.
- Minimum of 5 years of professional experience in Human Resources, including at least 2 years in a managerial or team leadership position.
- Experience in manufacturing or industrial environments such as printing, packaging, processing, or similar industries is preferred.
- Strong knowledge of Vietnamese labor regulations, social insurance legislation, and other relevant employment-related requirements.
- Knowledge of General Administration and Health, Safety & Environment practices is an advantage.
- Strong understanding of internal control principles with the ability to review and manage HR and administrative costs.
- Proven capabilities in strategic workforce planning, organization management, and people leadership.
- Strong negotiation, problem-solving, conflict resolution, and stakeholder management skills.
- Proficiency in Microsoft Office and HR management systems such as HRM or HRIS platforms.
- Basic English communication skills for working with international customers or business partners are preferred.
- High level of integrity, fairness, accountability, and confidentiality.
- Ability to work effectively under pressure with strong analytical and systematic thinking skills.
Key Performance Indicators
- Recruitment effectiveness in terms of hiring timelines and candidate quality.
- Employee turnover maintained within the company’s target level.
- Compliance with labor legislation with minimal legal violations, disputes, or employee complaints.
- Results of customer or partner audits relating to Human Resources and Administration.
