Project Cost & Commercial Management

Oversee quantity surveying and commercial activities across assigned construction projects, ensuring effective control of project quantities, costs, payment progress, and contractual obligations.

Develop and consolidate project cash-flow plans based on contractual payment terms and approved project schedules.

Continuously monitor actual project cash flow against plan, identify potential collection risks, and recommend corrective actions to ensure timely payment.

Monitor project costs and completed work values and provide management with regular updates on commercial and financial performance.

Assess potential financial exposure resulting from differences between contractual quantities, actual executed quantities, approved schedules, and project progress.

Quantity & Payment Control

Review and control project quantities throughout the execution period.

Ensure quantities completed by internal teams, subcontractors, and other project parties are accurately measured, verified, and documented.

Monitor and manage payment and final-account processes with clients, subcontractors, and construction teams.

Review payment documentation and ensure that completed work is properly reflected in payment applications.

Coordinate with project stakeholders to resolve quantity discrepancies, payment issues, variations, and other commercial matters.

Provide timely warnings and recommendations where significant quantity or cost risks are identified.

Project Documentation & Cash Flow

Monitor the completeness and status of quality records, acceptance documentation, payment dossiers, and other documents required for project billing.

Compare actual completed quantities against contractual and payment quantities to ensure accurate project reporting.

Support the resolution of documentation issues that may affect invoicing, payment collection, or project close-out.

Maintain visibility over project handover and acceptance activities and communicate relevant information to internal stakeholders.

Tendering & Procurement Support

Support tendering activities and the selection of suppliers, subcontractors, and construction service providers when required.

Participate in quantity verification, pricing, cost comparison, and preparation of tender rates.

Review subcontractor quantities and payment terms to ensure alignment with project requirements and approved commercial conditions.

Provide commercial input to relevant departments during bidding, procurement, and project execution.

Team Management

Lead and manage the QS function, including workforce planning and allocation of QS personnel across projects.

Assign responsibilities, monitor performance, and evaluate the quality of work delivered by team members.

Provide professional guidance and resolve manpower or operational issues within the department.

Participate in recruitment, interviewing, training, and development of QS personnel when required.



Requirements

Bachelor’s degree or higher in Construction Economics, Construction Management, Civil Engineering, Construction Engineering, or a related discipline.

Approximately 5–10 years of relevant experience in Quantity Surveying, tendering, construction cost management, commercial management, or related functions.

Strong knowledge of construction contracts, tendering regulations, construction legislation, FIDIC conditions, and project documentation.

Solid experience in quantity control, project payment, final accounts, cost management, and cash-flow monitoring.

Good understanding of construction and preferably steel-structure projects.

Proficiency in relevant applications such as AutoCAD, Revit, Excel, MS Project, and other construction or cost-management tools.

Fluent or strong working proficiency in English.

Strong leadership, analytical, planning, problem-solving, and decision-making capabilities.

Excellent negotiation and commercial communication skills with the ability to work effectively with clients, subcontractors, suppliers, and internal stakeholders.

Professional certification in construction cost valuation, quantity surveying, or tendering would be an advantage.
