Senior Project Manager cum Scrum Master

• Own the Master Project Plan for assigned workstream(s): scope, timeline, budget, risks, and issues.
  
• Coordinate resource allocation and manage cross-squad and cross-workstream dependencies.
  
• Track delivery progress against milestones, identify variances early, and drive corrective action.
  
• Support program governance: Steering Committee cadence, decision logs, RACI, escalation paths.
  

• Facilitate all Scrum events (sprint planning, daily stand-ups, reviews, retrospectives) for one or more squads.
  
• Coach squads on Agile principles, Scrum/Kanban practices, and self-organization.
  
• Maintain a healthy, well-refined backlog in close partnership with Product Owners.
  
• Proactively identify, track, and remove impediments to protect sprint goals; shield squads from scope creep.
  

• Serve as a key liaison between the consulting partner, delivery teams, and the bank's business/IT stakeholders.
  
• Build trusted working relationships with squad leads, Product Owners, and workstream stakeholders on both the bank and consulting side.
  
• Manage expectations across multiple stakeholder groups and resolve cross-functional blockers.
  
• Prepare and, where required, present workstream-level updates to the TMO and Steering Committee.
  

• Track and communicate delivery metrics (velocity, burndown, cycle time, predictability) alongside program-level RAG status.
  
• Provide clear, timely status updates to the TMO, internal leadership, and the consulting partner.
  
• Use retrospectives and team health checks to drive concrete, actionable improvements.
  
• Raise the overall Agile and delivery-management maturity of the squad and surrounding stakeholders.
  

Requirements

• Minimum 7 years in project/program or solution delivery management, including at least 3 years in a dedicated Scrum Master or Agile delivery lead capacity.
  
• Proven experience owning delivery plans (scope, timeline, budget, risk) for one or more workstreams, not only facilitating ceremonies.
  
• Hands-on experience in Banking, Financial Services, or a consulting-driven delivery setting is strongly preferred.
  
• Bachelor's degree or above in IT, Computer Science, Business, Engineering, or a related field; PM-related postgraduate training is a plus.
  

• Strong command of Scrum and Kanban; working knowledge of scaled frameworks (SAFe, LeSS) is a plus.
  
• PMP, PRINCE2, or equivalent project management certification is strongly preferred.
  
• Scrum certification (PSM I/II, CSM, or equivalent) required.
  
• Hands-on proficiency with Agile and PM tooling (Jira, Confluence, MS Project, Azure DevOps or equivalent).
  
• Solid understanding of Agile metrics, delivery reporting, and basic financial/budget tracking.
  

• Servant leadership combined with program-management ownership and accountability.
  
• Excellent stakeholder management, facilitation, and conflict-resolution abilities across bank and consulting-partner audiences.
  
• Proactive, well-organized, and able to operate with ownership in a fast-paced, ambiguous environment.
  
• Good English communication (working directly with the consulting partner); Vietnamese fluency for internal/bank-side coordination.
  

• Advanced certification (PMP, SAFe Program Consultant / SPC, or PSM II).
  
• Experience supporting data, analytics, or digital banking squads.
  
• Exposure to large-scale banking or financial services transformation programs.
  
• Experience working with consulting firms (MBB or Big 4) or in onsite / body-leased delivery models.
