Technical Delivery Manager

We are seeking an experienced Technical Delivery Manager to lead the end-to-end delivery of complex, high-
impact programmes across multiple engineering teams. This senior role is the critical connective layer between
engineering, product, architecture, and leadership. responsible for resolving cross-team dependencies, driving
delivery of intricate technical projects, and ensuring predictable, high-quality outcomes at scale. The ideal
candidate brings deep technical fluency combined with exceptional programme management skills, and thrives
in navigating ambiguity across distributed, multi-disciplinary teams within a regulated fintech environment.

Key Responsibilities
Cross-Team Dependency & Complex Delivery Management
• Own and drive resolution of cross-team technical dependencies across 8–12+ engineering squads
• Establish and maintain programme-level dependency maps, risk registers, and escalation paths
• Lead planning and execution of complex, multi-team deliveries spanning months or multiple quarters
• Identify inter-team blockers early and orchestrate timely resolution with engineering leads and architects
• Coordinate integration milestones, shared API contracts, and platform-level dependencies across squads

Delivery & Release Governance
• Define and enforce delivery governance frameworks for large-scale technical programmes
• Ensure production readiness through structured release checkpoints, go/no-go criteria, and sign-off processes
• Oversee end-to-end release management across parallel workstreams, coordinating across QA, DevOps, and
Platform teams
• Monitor programme health, critical path, and execution risks; escalate proactively to leadership
• Drive standardization of release and deployment governance across the engineering organization
Technical Programme Leadership
• Partner with Engineering Leads, Principal Engineers, and Architects to translate technical strategy into
actionable delivery plans
• Lead structured programme ceremonies: dependency syncs, architecture reviews, cross-team planning, and
programme-level retrospectives
• Maintain and evolve Agile and hybrid delivery frameworks tailored to programme complexity and team
maturity
• Drive PI Planning and large-scale increment coordination across product and platform squads
Stakeholder & Executive Engagement
• Serve as the primary delivery interface for senior stakeholders, CTO, and executive leadership on complex
programmes
• Produce clear, data-driven programme status reports, risk dashboards, and delivery forecasts for leadership
review
• Translate complex technical interdependencies into business-level impact narratives for non-technical
audiences
• Proactively manage expectations, surface trade-offs, and recommend delivery options under constraint
Tooling & Delivery Intelligence
• Own and evolve programme-level Jira structures including epics hierarchies, dependency links, cross-project
boards, and automation
• Drive delivery intelligence through advanced metrics: cycle time, lead time, flow efficiency, dependency
resolution SLAs.
• Build and maintain executive-level dashboards that surface programme health, risk, and delivery confidence

• Ensure tooling practices support audit readiness and compliance requirements in a regulated financial services
  environment

Qualifications & Experience:
- 10+ years in Technical Delivery Management, Programme Management, or Engineering Leadership roles
- Proven track record delivering complex, multi-team technical programmes in a regulated or high-stakes
environment
- Deep expertise in cross-team dependency management across large engineering organizations (8+ teams)
- Strong technical fluency; ability to engage credibly with engineers, architects, and platform teams on technical
trade-offs
- Extensive experience with Agile at scale frameworks and hybrid delivery models
- Advanced Jira administration, programme-level workflow design, and delivery metrics expertise
- Proven experience driving complex release governance across distributed, parallel workstreams
- Experience working in fintech, trading platforms, or high-frequency, regulated product environments strongly
preferred
- Exceptional stakeholder management and executive communication skills
- Comfortable operating with ambiguity and driving clarity in a fast-paced, high-complexity environment
