Koniag IT Systems, LLC a Koniag Government Services company, is seeking an experienced Pricing / Licensing Analyst to support the Department of the Air Force (DAF) in advancing its enterprise Identity, Credential, and Access Management (ICAM) capabilities. This position will provide dedicated pricing analysis, software licensing assessment, and Rough Order of Magnitude (ROM) cost estimation support across three concurrent System Enhancement Studies under Task Order 0003, covering Contested, Degraded, and Operationally Limited (CDO-L) ICAM environments, Non-Person Entity (NPE) Governance and Management, and the DAF365 Joiner, Mover, Leaver (JML) Transformation Framework. The ideal candidate is a detail-oriented analyst with demonstrated experience in Defense IT acquisition cost estimation, software licensing analysis, and enterprise technology procurement who can translate complex technical architectures into defensible, assumption-documented cost products suitable for Government investment decisions.

 

*Note, this contract is 120 days. All personnel assigned to this effort must hold a final Secret security clearance. This position is Remote.

 

The Pricing / Licensing Analyst will serve as the dedicated cost and licensing authority across all three studies within the DAF ICAM System Enhancement Studies effort, working in close coordination with the Program Manager, Study Lead Engineers, and Identity Architects to ensure that all ROM cost estimates, licensing assessments, and cost documentation are technically grounded, clearly assumption-documented, and suitable for use as inputs to Government budget requests, independent cost estimates, and future implementation Task Order planning. The Pricing / Licensing Analyst will be responsible for producing cost and licensing deliverable components embedded within each study's Technical Study Report.

 

Principal responsibilities will include but are not limited to:

• Develop detailed Rough Order of Magnitude (ROM) cost estimates for each of the three System Enhancement Studies, covering development, licensing, hardware, integration, testing, and deployment cost elements at a sufficient level of detail for Government use in future budget requests or independent cost estimates.
• Clearly document all assumptions underlying each cost element and explicitly flag areas of greatest cost uncertainty, including hardware unit costs for edge compute platforms and licensing costs for components not currently covered under existing DAF enterprise license agreements.
• Conduct structured software licensing analysis for all technology components identified across the three studies, including Okta Universal Directory, Okta Access Gateway, Okta Workflows, SailPoint IdentityIQ, SailPoint connectors, Microsoft Entra ID, Microsoft Graph API, and any additional components identified during architectural analysis.
• For each identified software component, document the specific functional role in the proposed architecture, availability under existing DAF enterprise license vehicles, disconnected licensing validation compliance for edge or air-gapped deployment scenarios, interoperability constraints, restrictions on deployment to classified NIPRNet or SIPRNet environments, and estimated per-unit or per-node licensing and lifecycle cost inputs.
• Systematically identify software components whose licensing agreements restrict edge deployment, node replication, or air-gapped activation, surfacing these constraints as acquisition risk factors during the feasibility phase to prevent lifecycle cost inflation and schedule slippage during implementation.
• Support the CDO-L Study Lead Engineer in developing the phased implementation roadmap cost components for Study 1, applying labor category rates, level of effort projections, hardware unit cost inputs, and licensing cost factors for edge node deployment scenarios.
• Support the NPE Governance Study Lead Engineer in developing the phased implementation roadmap cost components for Study 2, including cost estimation across near-term, mid-term, long-term, and continuous optimization phases spanning NPE governance, discovery, PKI integration, SailPoint ILM deployment, credential migration, Zero Trust integration, and continuous monitoring.
• Support the JML Transformation Framework Study Lead Engineer in developing the phased implementation roadmap cost components for Study 3, applying labor category rates, level of effort projections by workstream, and licensing cost factors for any additional software components identified during architectural analysis.
• Present all ROM estimates as clearly defined ranges, with assumptions and cost drivers documented to allow the Government to apply sensitivity analysis as requirements are refined during implementation planning.
• Engage DAF enterprise licensing contacts and, where applicable, vendor licensing specialists to validate licensing cost assumptions prior to study report finalization.
• Coordinate with the Program Manager to ensure cost and licensing deliverable components are completed in alignment with each study's deliverable schedule: CDO-L Technical Study Report within 45 calendar days, NPE Governance Technical Study Report within 60 calendar days, and JML Transformation Framework Technical Study Report within 90 calendar days of Task Order award.
• Maintain a consolidated licensing and cost assumption register across all three studies to ensure consistency in cost methodology, labor rate application, and licensing cost inputs.
• Support the Program Manager in responding to Government questions or requests for clarification regarding cost estimates, licensing findings, or procurement implications following study report delivery.
• Assist in preparing cost and licensing sections of draft Performance Work Statements for subsequent implementation Task Orders, as required by PWS Section 5.

 

Education and Experience:

Required:

• Bachelor's degree in Business Administration, Finance, Accounting, Information Systems, or a related field from an accredited college or university.
• 5+ years of experience in cost estimation, pricing analysis, or software licensing analysis in support of Defense or Federal government IT programs.
• Demonstrated experience developing Rough Order of Magnitude (ROM) or Independent Government Cost Estimate (IGCE) products for Defense IT programs.
• Experience analyzing software licensing structures and procurement implications for enterprise technology platforms in Defense or Federal environments.
• Active Secret security clearance (final adjudication required prior to assignment).

Preferred:

• Master's degree in Business Administration, Finance, or a related field.
• 7+ years of experience supporting Defense IT cost estimation, software licensing, or acquisition analysis.
• Experience supporting cost estimation or licensing analysis for identity and access management, cybersecurity, or enterprise software modernization programs within the DoD or Federal government.
• Familiarity with DAF, Air Force, or Space Force IT acquisition and enterprise license agreement structures.

 

Required Skills and Competencies:

• Demonstrated ability to develop structured, assumption-documented ROM cost estimates suitable for Government investment decision support and independent cost estimate inputs.
• Strong analytical skills with experience decomposing complex, multi-phase technical implementation programs into discrete, costed work elements.
• Proficiency in identifying, analyzing, and documenting software licensing structures for enterprise technology platforms, including per-seat, per-node, enterprise agreement, and subscription licensing models.
• Ability to identify licensing constraints relevant to edge deployment, air-gapped or disconnected environments, and classified network (NIPRNet/SIPRNet) deployment scenarios.
• Familiarity with enterprise ICAM, cybersecurity, or identity platform technologies sufficient to engage productively with Study Lead Engineers and Identity Architects on technical cost drivers.
• Experience applying labor category rates and level of effort projections to generate labor cost components in ROM estimates for Defense IT programs.
• Proficiency in Microsoft Excel and related tools for cost model development, sensitivity analysis, and cost assumption documentation.
• Ability to present cost ranges, assumptions, and cost drivers clearly in written reports suitable for Government program managers, contracting officers, and budget analysts.
• Strong organizational skills with the ability to manage concurrent cost and licensing workstreams across multiple simultaneous study efforts with staggered delivery schedules.
• Strong attention to detail with the ability to maintain consistency in cost methodology, rate assumptions, and licensing cost inputs across multiple studies.
• Exceptional communication skills in English—both written and oral—with the ability to communicate cost and licensing findings clearly to both technical and non-technical Government and program stakeholders.
• Ability to work collaboratively within a cross-functional team environment under the direction of a Program Manager and in close coordination with technical lead engineers.
• Ability to obtain and maintain a Secret security clearance.

 

Desired Skills and Competencies:

• Experience developing cost estimates or licensing analyses specifically for Okta, SailPoint, Microsoft Entra ID, or related enterprise ICAM platform procurements.
• Familiarity with DoD enterprise software license agreement vehicles, including DISA enterprise agreements and Air Force enterprise license arrangements.
• Experience supporting cost estimation for programs involving disconnected, edge, or tactical IT deployments with hardware unit cost components.
• Knowledge of DoD acquisition frameworks including the Defense Acquisition System (DAS), Planning, Programming, Budgeting, and Execution (PPBE) process, and how ROM estimates feed into program budget requests.
• Experience preparing or supporting Independent Government Cost Estimates (IGCEs) or cost sections of draft Performance Work Statements for Defense IT Task Orders.
• Familiarity with cost estimating relationships (CERs) and parametric cost modeling techniques applicable to Defense IT software development and deployment programs.
• Experience engaging directly with software vendor licensing specialists or enterprise agreement managers to validate cost assumptions.
• Certified Cost Estimator/Analyst (CCEA), Certified Defense Financial Manager (CDFM), or equivalent professional certification.
• Familiarity with Agile development methodologies and their impact on labor cost estimation and phased implementation cost structuring.
• Experience supporting DAF, Air Force, or Space Force IT modernization or cybersecurity programs.
• Familiarity with identity and access management technology stacks and their associated licensing and lifecycle cost drivers sufficient to support independent cost validation.
