Clearance: U.S. Government Moderate Risk Public Trust (MRPT / Tier 2), anticipated
Status: Contingent upon contract award
Position Overview
RMGS, Inc. is currently recruiting a Monitoring & Evaluation (M&E / MEL) Specialist. This position is based in Quito, Ecuador, with in-country travel required, and is contingent upon contract award.
Roles and Responsibilities
• Design and operate an M&E / MEL framework aligned to expected results, including indicators, data collection, and periodic compliance evaluations.
• Lead corrective-action and continuous-improvement processes.
• Produce performance reporting for INL and support results-based reporting systems.
• Train counterpart personnel to apply the framework so it endures beyond the period of performance.
Required Qualifications and Experience
• Degree in a relevant field.
• 5–7 years of monitoring and evaluation experience on U.S. Government-funded programs.
• Demonstrated experience with results frameworks, indicator design, and performance reporting.
• Professional working proficiency in Spanish.
• Ability to obtain a U.S. Government Moderate Risk Public Trust (MRPT / Tier 2) determination.
Preferred Qualifications
• Experience with DoS/INL or USAID M&E systems (e.g., DevResults).
• Latin America and the Caribbean regional experience.
