JOB DESCRIPTION

SAIC is seeking a Senior Project Analyst to support our team at Picatinny Arsenal, NJ. This will be an onsite position with less than 10% travel.

JOB DUTIES

Essential duties include serving as a focal point and Project Officer responsible for the planning, management, and oversight of assigned program activities, specifically supporting high-priority defensive systems and Counter-Unmanned Aerial Systems (C-UAS) initiatives. The candidate will prepare written assessments of project status, analyze project events, and provide independent evaluations pertaining to the readiness of programs to proceed, as well as the risks and adequacy of the approach being taken.

In this capacity, the Project Manager will manage program budgets and resources to achieve operational objectives, maintaining accountability for assigned weapon systems, ammunition, and specialized equipment. The role requires accomplishing complex system integration and problem-solving by organizing, facilitating, and leading Integrated Product/Process Teams (IPTs). The candidate will perform systems integration of fire control and kinetic effectors for various mobile and man-portable air defense platforms.

Extensive experience in developing milestone documentation and conducting test and evaluation is required. The candidate will identify critical user interface gaps for defensive capabilities, lead development from initial concepts through functional prototypes, conduct user experience testing with specialized personnel, and distill feedback into actionable requirements. Duties also involve leading systems analysis of the technical kill chain—from detection and tracking through kinetic defeat—and participating in the development of Test and Evaluation Master Plans (TEMP) and Performance Specifications (P-Spec). Furthermore, the candidate will perform independent evaluations of technical problems impacting delivery or quality, participate in root cause analyses, and provide recommendations for corrective actions.

The candidate will support acquisition initiatives by generating technical requirements, drafting statements of work, and conducting proposal reviews to develop and field prototype ammunition and components. The role requires coordinating capability development and delivering high-level briefings across joint, interagency, and multinational stakeholders. Finally, the candidate will review industrial base facilitation and modernization efforts, develop cost-savings initiatives, and review project proposals to successfully garner senior leadership support and secure funding for new capabilities to address critical operational needs.
