About this role
- To lead Technical Proposal Operations and responsible for incorporating strategic and tactical concepts for a full range of large complex proposals through rapid-response task order proposals.
- This position is located in Virginia Beach, VA.
- Coordinate with the Business Development team for integrating capture strategy goals and objectives into delivering compelling proposals.
- Develop and manage a proactive, contemporary, competitive technical proposal development organization. Help institutionalize processes and procedures with a focus on continuous improvement based on industry best practices.
- Select, train, and organize a quality team of proposal professionals. Set goals and objectives, monitor performance, provide frequent high-quality feedback, and support growth and development goals for staff.
- Work collaboratively with Business Development and Capture Teams to facilitate the development of Capture Team deliverables to include themes and discriminators for use in proposal development.
- Must have a Bachelor’s degree in an associated discipline or at least 15 years of proven and relative experience and performance.
- Must have the ability to read, analyze, and understand Request For Proposals (RFP), Request for Information (RFI), Sources Sought, and other DoD acquisition documents.
- Must be considered a Subject Matter Expert in technical proposal management.
- Must have experience overseeing high volume proposal operations.
- Must be well-versed in the competitive proposal processes (e.g.Shipley).
- Must have strong leadership skills.
- Must have exceptional people skills to work in a fast-paced environment.
- Must have superior verbal, listening, and written communication skills.
- Must have working knowledge of SharePoint or other platforms for proposal administration.
- Must be eligible to obtain and maintain a DoD Secret security clearance.
- If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. - Occasional travel- up to 10%
- Remaining in a stationary position, often standing, or sitting for prolonged periods.
- Moving about to accomplish tasks or moving from one worksite to another.

- Light work that includes moving objects up to 20 pounds.
