Procon seeks an experienced Construction Project Manager for a long term opportunity to provide construction management technical support for the Federal Deposit Insurance Corporation (FDIC) in the Arlington, VA area. This design-build project includes repairs and improvements to failing garage waterproofing systems, expansion joints, site drainage systems, storefronts, foundations, and associated courtyard and structural components. The Project Manager will provide on-site construction management oversight and technical support throughout design and construction, helping ensure compliance with project requirements, quality standards, schedule, and budget.
This position does not offer employment visa sponsorship. Candidates must be authorized to work in the United States without current or future sponsorship.
Qualifications & Skills
Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field, or an equivalent combination of education and experience.
Minimum of 5 years of construction or facilities capital program management experience, preferably supporting federal or commercial capital improvement projects.
Experience managing project scope, budgets, schedules, and costs across multiple concurrent projects.
Proficiency with MS Project and/or Primavera scheduling software.
Experience developing project cost estimates and monitoring project expenditures.
Strong written and verbal communication skills, with the ability to coordinate directly with government representatives, including CORs and TMs.
Familiarity with federal contracting procedures, government-furnished property, and government deliverable review and acceptance processes preferred.
Responsibilities & Duties
Serve as the primary on-site point of contact, overseeing day-to-day project execution, contractor performance, budget, schedule, and quality.
Lead and document weekly progress meetings with project stakeholders and contractors.
Review contractor payment applications, monitor project costs and earned value, and provide payment recommendations.
Review change order requests and prepare Independent Government Estimates (IGEs) and supporting documentation.
Manage RFIs, submittals, logs, and coordination with the Architect/Engineer (A/E).
Support quality assurance inspections, identify deficiencies, and coordinate corrective actions with project stakeholders.
Manage contractor schedules, including baseline schedules, monthly updates, and recovery schedules, while identifying delays and noncompliance.
Support commissioning, inspections, testing, punch list activities, final cleaning, and project closeout.
Provide technical support for claims, modifications, RFPs, SOWs, cost estimates, and contract negotiations.
Maintain accurate project files, correspondence, meeting minutes, and administrative documentation within required project management systems.
Support project scoping, requirements analysis, site visits, cost estimating, and pre-award project development as needed.
Maintain proficiency with required electronic facilities and project management systems.
Physical Requirements
This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:
Walking and standing for extended periods while performing site observations and inspections.
Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
Accessing mechanical, electrical, utility, process, and other construction areas as required.
Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.
Occasionally lifting and carrying up to 25 pounds.
